MINUTES OF A MEETING OF ESSENDON PARISH COUNCIL HELD IN THE VILLAGE HALL ON MONDAY JANUARY 4th 2100


PRESENT:-   Joan Thomson (Chair), Mike Brown, Margaret Titchner, Keith Venables, District Councillor Bernard - Sarson, Clerk - John Spragg.


APOLOGIES FOR ABSENCE.

Received from Alan Steele and Ian Screech.


1. APPROVAL.

The minutes of the meeting held on 7/12/09 were approved and signed.


2. MATTERS ARISING.

 a. Village sign. Cost of actual sign awaited.

 b. West End lane hedge. Keith Venables reported no cut required.

 c. Dog Fouling. No complaint justified at present.


3. ESSENDON ROAD ACTION GROUP.

Margaret Titchner reported that a request had been made to the Fete Committee for a contribution towards the cost of SID in 2010.  An alternative vehicle action sign was being considered which appeared to require no manning.  An Application for a Community Grant of £1500 had been made but some help from the Parish Council would probably be needed.                                   


4. PLANNING.

As it was proving impossible to download applications even from Mike Brown's office, Mike had managed to borrow plans from Peter Newsome of the Application from Spike Island:-
 ref. S6/09/2574/FP - new dwelling.
 ref. S6/09/2556/MA - change of use.
It was agreed to support the new dwelling as it complies with the original footprint which received planning permission. Concern was expressed that existing public footpaths and rights of way were maintained and that equestrian use was not suitable in Hornbeam lane.


5. CORRESPONDENCE.

 a. CMS Newsletter. Winter 2009.
 
 b. Civic Award leaflet.

 
6. FINANCE.

The clerk advised that our expenditure in the current year would be very close to the Precept figure of £9000, provided no unexpected expenses were incurred in the next three months.

Mike Brown suggested that, in the present economic climate, no increase in the amount of the Precept should be considered.

It was agreed unanimously that the Precept should remain at £9000 for 2010.


7. OTHER BUSINESS.

 a. The clerk was requested to contact the authorities concerning the regular filling of salt bins.
 
 b. Little Berkhamsted advertising signs to be removed.

 c. Ice on entrance to Golf club and in Holwell lane to be reported.
 
 d. Parking of open back lorries near the church to be discussed.
