MINUTES OF A MEETING OF ESSENDON PARISH COUNCIL HELD IN THE VILLAGE HALL ON FEBRUARY 22nd 2010
PRESENT:- Mike Brown (Chair), Councillors Margaret Titchner, Keith Venables and Alan Steele. Clerk John Spragg. District Councillor Tony Kingsbury.
1. APOLOGIES.
For absence were received from Councillors. Joan Thomson, Ian Screech and District Councillor Bernard Sarson.
2. APPROVAL.
The minutes of the meeting held on 4/1/10 were approved following correction of the year to 2010 and deletion of the incorrect reference to Mike Brown's office in item 4.
3. MATTERS ARISING.
a. Village sign. Clerk to check with Bernard Sarson.
b. Accident caused by ice on entrance to Golf Club on 19/2 was noted.
4. ESSENDON ROAD ACTION GROUP. Margaret Titchner's report included:-
a. We had not been successful with our application for the High Sherriff's crimebeat award.
b. Type of SID. It had been agreed to go for a type which did not need manning. (Battery run) There would be an "add-on" function to record data for forwarding to the police.
c. Entry on Parish website to be arranged.
d. Application submitted for a Community grant.
e. Application to be submitted to "Hertfordshire Grassroots."
f. Separate bank account may be required.
g. Graham Bury (Highways) agreed that some road markings needed repainting and cats eyes replacing. More SLOW markings would be considered.
h. Request for street lighting to be re-submitted.
5. PLANNING.
a. Mike Brown felt that a meeting with WHDC might be advisable, but would contact the school first with a view to using their broadband facilities to access planning applications.
b. 3 Hornbeam Lane. Ref. S6/09/2542/FP: 3 Councillors had met on 11/2/10 to consider this application. No particular objection was raised but planners were urged to ensure that current green belt policies were not breached.
6. CORRESPONDENCE.
a. Herts Highways. Speed management strategy. 11/09.
b. Consultation on Welwyn Hatfield strategic housing land availability assessment. Phase 1. Urban capacity.
7. FINANCE.
It was agreed to meet Fusion half way in their increased quotes for 2010 as follows:-
Playing field hedge. £360 to £380.
Tennis court hedge. £540 to £560. (Recharged.)
Playground. £ 24 per cut - as last year. Max. 10.
Agreed payment of subscription to CDA. £30.
8. OTHER BUSINESS.
The clerk was asked to report the following:-
a. Lamp post 3. (Glebe Cottages) at an angle.
b. Lamp post 4. Path by Forge - not working.
c. High street lamp posts in need of painting.
d. Drainage around East View garages.
e. Rubbish around East View garages.
f. Salt bins generally empty.
